Dear Ms. Eiden:
You indicate in your correspondence that the Minnesota Department of Health regulates complementary and alternative health care practices as set forth in the Minnesota Statute 146A. 01 Subd. 4.; but Minnesota statute 146A. 01 Subd. 3 contradicts this statement by stating that complementary and alternative health care practitioners are unlicensed. If complementary and alternative health care practices are unlicensed, and the process of regulation is embodied in the issuance of a license according to the U.S. Department of Education then these practices are not regulated. To regulate a profession the same precedent must be followed that your state has historically followed in regulating all other professions and this profession is not an exception.
