Office of the Attorney General
Mr. Andrew L. Black
6 State House Station
Augusta, ME 04333
Dear Mr. Black:
You have missed the concept of my letter dated April 11, 2005; the main subject of that letter was your state’s violation of our right to freedom from involuntary servitude under the Thirteenth Amendment to the United States Constitution. The State of Maine’s lack of jurisdiction over this discipline was not the main focus of that letter. Following is a copy of the letter sent to Governor Kempthorne of the State of Idaho, which cites the Tenth Amendment to the United States Constitution as the primary legal authority that supports the State of Maine’s lack of jurisdiction over this discipline. (See letter to Governor Kempthorne on page entitled Idaho Law on Naturopathy and page entitled 13th Amendment)
Enclosed is a copy of the regulations set by the Naturopathic National Council, Inc. for the Naturopathic Physicien.
Sincerely,
Beverly Betancur
Chief Executive Officer
